Each villain in this franchise brings something unique to the table with their individual characteristics.

Every villain has a distinct objective and a special talent or ability that makes them likable and unforgettable. There are numerous strong enemies who provide Luffy and his crew with the toughest fight. This most recent fight takes the series to its peak.

13. Charlotte Katakuri

Charlotte Katakuri is the secondary antagonist in the second half of the Whole Cake Island Arc. He is the second son and third child of the Charlotte family and the elder triplet brother of Daifuku and Oven. He is also one of the Three Sweet Commanders of the Big Mom Pirates and serves as Totto Land’s Minister of Flour, governing over Komugi Island.

As Sweet Commander, Katakuri’s authority in the Big Mom Pirates is second only to his mother’s, and as Totto Land’s Minister of Flour, he holds authority over Komugi Island. In combat, Katakuri is extremely powerful. His tremendous bounty of 1,057,000,000 shows how dangerous he is considered by the world government, and Capone Bege of the infamous Worst Generation has likewise declared him a monstrous threat.

According to his crewmates, Katakuri is the strongest of the Three Sweet Commanders, the strongest of Big Mom’s children overall, and thus the most capable member of their crew aside from Big Mom herself; Daifuku even stated that, were Big Mom to die, Katakuri’s skills would make him the most worthy of succeeding her as captain of the Big Mom Pirates.

12. Queen

Queen is an All-Star of the Beast Pirates as one of Kaidou’s three closest confidants. Currently, he serves as the de-facto ruler of Udon, a region in Wano Country. He is also a highly skilled scientist and was previously a member of the research team known as MADS. He is a major antagonist in the Wano Country Arc.

Queen has great authority over his crew as an All-Star of the Beast Pirates, just below his Governor-General. He currently has the highest authority over Udon, a region in Wano Country, and oversees the proceedings of the Prisoner Mine, with all Headliners maintaining the prison reporting directly to him. Like the other All-Stars, he is hailed as a “calamity” for his destructiveness, having earned the moniker of “The Plague” due to his use of extremely potent manufactured viruses.

In the midst of combat, Queen exhibits extraordinary fighting skills, as he (alongside King) was able to battle Marco the Phoenix, the former right hand of the Emperor Whitebeard, until the point of the latter’s exhaustion, and emerged from the fight with only slight injuries, recovering quickly and then engaging a large assortment of enemies.

11. Gecko Moria

Gecko Moria is the primary antagonist of the Thriller Bark Saga, who stole the shadows of Brook and various other beings with the power of the Kage Kage no Mi. He is also a major antagonist in the Marineford arc. He is the captain of the Thriller Bark Pirates and a former member of the Seven Warlords of the Sea who resides on the largest ship in the world, the Thriller Bark. His bounty is 320,000,000, which was frozen until he lost his Warlord position.

Moria is a former Warlord of the Sea, as well as one of the most experienced pirates in the entire Grand Line. At his prime, he was referred to as being a “rival” to Kaidou, one of the Four Emperors. Luffy in Enies Lobby, Lucci was dismissed from CP9 by Spandam, who declared him and the other assassins responsible for the Straw Hats’ havoc in Enies Lobby. However, within the next two years, he managed to be reinstated into Cipher Pol as part of CP0.

As CP9’s strongest member, Rob Lucci has had his great power acknowledged even by Bartholomew Kuma of the Seven Warlords of the Sea, who said that none had ever expected Lucci’s defeat. Even at the tender age of 13, Lucci was already known to be a very capable mass murderer, having killed 500 of a kingdom’s soldiers as well as a pirate crew single-handedly.

By adulthood, Rob Lucci had become by far the strongest agent in CP9 history, with his Doriki at 4000 (almost twice that of the second strongest, Kaku’s 2200). 9. Enel

Enel is the former tyrannical “God” of Skypiea. He is the main antagonist of the Skypiea Arc and thus the major antagonist of the Sky Island Saga as a whole. After his defeat on Skypiea, he became the central character of Enel’s Great Space Operations Cover Page Series.

As the God of Skypiea, Enel had full control of the island. Enel is extremely powerful, although he appeared to be weaker than many characters as powerful as he was due to the fact that Luffy had complete immunity to most of Enel’s lightning-based attacks and was even able to strike Enel thanks to his rubber powers. Enel’s strength was first demonstrated when he effortlessly defeated Kamakiri and shortly after defeating another Shandia, Raki.

8. Magellan

Magellan is the vice warden of Impel Down. He was formerly the chief warden, but after his failure to stop the jail’s one and only mass-breakout, he was replaced by Hannyabal and demoted to vice warden. He is the main antagonist during the Impel Down Arc.

However, after the timeskip, with Hannyabal now the warden and Magellan having been demoted to vice warden, his control of the prison is second to Hannyabal. According to Mr. 2 Bon Kurei, Magellan is known to silence even the most extreme of prisoners. Indeed, all the prisoners are afraid of him. Even two former Warlords of the Sea, Crocodile and Jinbe, were concerned about Magellan’s upcoming arrival.

7. Crocodile

He is the former president of the mysterious crime syndicate Baroque Works, formerly operating under the codename “Mr. 0”, with Nico Robin, formerly known as “Miss All Sunday”, operating as his Vice-President and partner. He was the primary antagonist of the Arabasta Arc and the central antagonist of the Arabasta Saga. He is one of the longest-running and most noteworthy primary antagonists of the series, as he was the first enemy to hand Luffy a complete and utter defeat.

As a former Warlord of the Sea, Crocodile is powerful enough to be recognized by the World Government. He was the Warlord with the second lowest bounty at the time (81,000,000), with Hancock having the lowest, although he held the title for so long that such a low bounty would now be outdated. Indeed, when Crocodile was stripped of his Warlord status and transferred to Impel Down, he was placed on Level 6, where the world’s absolute worst criminals are kept.

Donquixote Doflamingo, nicknamed “Heavenly Yaksha”, is the captain of the Donquixote Pirates. Prior to his imprisonment, he was a member of the Seven Warlords of the Sea with a frozen bounty of 340,000,000, as well as the most influential underworld broker under the codename “Joker”. He is also a former world noble, descended from the Donquixote Family.

Akainu’s real name is Sakazuki. He is formerly known by his admiral alias, and is the current fleet admiral of the Marines, succeeding the previous fleet admiral, Sengoku. During the first half of the series, he was one of the three admirals, as he was the last one to debut. As fleet admiral, Sakazuki has total operational command of the Marines, with at present only six direct superiors to answer to: the World Government’s Five Elders and the Commander-in-Chief.

As with all admirals, Sakazuki’s physical prowess is immense. His raw strength was enough for him to go up against and clash evenly with Whitebeard in close quarters—the “Strongest Man in the World,” who, in his old age, could still overpower a giant’s strength easily. In terms of combat, Sakazuki, as the current fleet admiral, is among the world’s strongest figures, having been held with his fellow admirals as the World Government’s “Greatest Military Force.”

3. Blackbeard

Blackbeard’s real name is Marshall D. Teach, and he is the captain-turned-admiral of the Blackbeard Pirates, currently one of the Four Emperors. He is also the only known person in history to wield the powers of two Devil Fruits.

Even before becoming an Emperor, Teach was an immensely powerful pirate, even for a former member of the Whitebeard Pirates and Warlord of the Sea. At some point in his life, Teach once fought Shanks and gave him the scars on his left eye, with Shanks admitting that the injury did not occur because of carelessness. Their battle led Shanks to cautiously recognize Teach as an extremely dangerous menace.

Following the Summit War of Marineford, Blackbeard demonstrated to the Five Elders that he had a one-step lead in usurping Whitebeard’s vacant Four Emperors position, which eventually came to fruition.

2. Big mom

As one of the Four Emperors, Big Mom is one of the four most powerful pirates in the world. As the only female member, this effectively makes Big Mom the single most powerful female pirate in the world. The Five Elders have stated that she is one of the few people capable of stopping Blackbeard.

When her fellow Emperor Kaidou, known as the strongest creature in the world, threatened to kill her if she came to his territory, Big Mom simply invited him to try and said he would not be able to dissuade her. Even the Straw Hat Pirates recognize that she could crush them quickly and easily if they fought her recklessly.
Through her strength as one of the most powerful pirates, Big Mom has managed to amass a very powerful crew, as well as several strong subordinates, such as Jinbe, a fish-man and former Warlord of the Sea, and Capone Bege, one of the members of the Worst Generation. Roger. Befitting his muscle bulk, Kaidou is legendary for his supreme physical power as the strongest creature in the world.

He is capable of swinging his kanabo hard enough to send a normal-sized person flying into the distance in one blow, and he broke past the tremendous defensive power of Luffy’s Gear 4 with great ease. He once sunk nine enormous prison ships single handedly.
